We applied this method to analysing the land acquisition, holding, development and disposal process undertaken by the Housing Development Agency (HDA), and on that basis developed a framework for guiding decision-making at key points. Out of this process we proposed a land process that would align with the HDA’s mandate, and one which did not suffer from the gaps in their then existing process. See the diagram below for a graphic representation of this process.
