Business process review can help with coherent planning. This can improve management of planning and implementing the delivery of housing and amenities. We have 10 years experience in this area. We map the AS-IS processes. We do a Gap Analysis. We plan a TO-BE process. We present this to the staff concerned for review and finalisation.
We applied this method to analysing the land acquisition, holding, development and disposal process undertaken by the Housing Development Agency (HDA), and on that basis developed a framework for guiding decision-making at key points. Out of this process we proposed a land process that would align with the HDA’s mandate, and one which did not suffer from the gaps in their then existing process.
